                           WCATV was organized in 2003 to exploit the multitude of FCC spectrum that was becoming available for the

development of Wireless  Telecommunication Services.  This spectrum included the  Multipoint Video and Data Distribution

Service ("MVDDS") which  was created by the FCC specifically to compete with the Cable Television industry.  Since that time,

 there has been a plethora of hardware, equipment and spectrum made available  for the development of  a multitude of Wireless

Telecommunication Systems.

 

            This lead to the "Spectrum Rush" of 2004 which was akin to the California  "Gold Rush" of 1848.  Major players such as

 Google and EarthLink scrambled to tie up as many cities as possible.  The theory was that this was equivalent to grabbing

a cable television franchise.    Municipalities were offered attractive wireless contracts without regard to the financial viability 

of the proposed projects.

 

            As was to be expected, this resulted  in almost universal failure of all of the projects within the next several years which

 brings us to the current time frame.  The most notable failure was the Google-EarthLink venture in San Francisco, where the

citizens were promised free wireless connectivity.
